# Scheme Management

## Module Overview

The **Schemes** module is your starting point for almost all PC form work. Every PC-I through PC-V is linked to a development **scheme**—a government project identified by ADP number and UID. In this module you search for schemes, review their details, check PC form statuses, and—when creating a new PC form—select the correct scheme before you begin filling the wizard.

Schemes are maintained in the Budget Management System (BMS) and displayed in PMS for your reference. You typically do not create new schemes inside PMS; you find existing schemes and attach PC forms to them.

## Navigation

1. Sign in to PMS.
2. In the left sidebar, open the **Overview** section (or home area).
3. Click **Schemes**.
4. The Schemes list page opens at `/schemes`.

**Note:** Pure M&E-only roles may not see the Schemes menu item. Department and P&D users use it daily.

## Screen Overview

### Summary Stat Cards (Top of Page)

Four clickable cards appear at the top:

| Card | Label | What It Shows | Click Action |

| 2 | **Total PCs created** | Schemes with active PC forms | Filters to schemes with PC forms |

Click a card to filter the table below. The active card is highlighted.

### Find Schemes — Filter Panel

The filter section is titled **FIND SCHEMES**. Available filters include:

| **ADP #** | Search by ADP number (linked dropdown) |
| **UID** | Search by unique scheme identifier |
| **Scheme Name** | Search by scheme title |
| **Department** | Limit to a specific department |
| **FPA** | Foreign Project Assistance schemes only |
| **Revised** | Schemes under revision |
| **Under revision** | Active revision flag |
| **LTBC** | Low throw-forward budgetary cases |

**Apply Filters** runs your search. **Reset All** clears every filter and restores the full list.

### Schemes Table

The main table shows one row per scheme. Standard columns:

| **UID** | Unique identifier |
| **Scheme name** | Project title (clickable) |
| **Type** | Scheme classification |
| **Start year** | When the scheme started |
| **Completion date** | Expected or actual completion |
| **PC-I** | Status pill for PC-I |
| **PC-II** | Status pill for PC-II |
| **PC-III A** | Status pill for Annual Work Plan |
| **PC-III B** | Status pill for Monthly Progress Report |
| **PC-IV** | Status pill for Evaluation Report |

Optional columns (hidden by default; enable via column visibility):

- LTBC, Status, Executing agency, MEC sector, Last visit date, Published date, Visit frequency, MEC region

#### Short / Full Name Toggle

In the table header, a **Short / Full name** switch toggles between abbreviated and full scheme titles. Use this when scheme names are long.

#### PC Status Pills

Each PC column shows a colored status pill:

| Pill Label | Meaning |
|------------|---------|
| **N/A** | No PC form of this type exists yet |
| **Requested** | PC form has been requested or initiated |
| **Checking** / **Department approval pending** / **Under approval** | PC is in an approval stage (grouped styling) |
| **Approved** | PC form is approved |
| **Deferred** | PC was returned (shown as Deferred, not "Rejected") |

#### MEC Status (When Visible)

For M&E context: **Satisfactory**, **Unsatisfactory**, **In process**, **Not Visited**.

### Table Tools

- **Export** buttons (Excel, PDF, etc.) via DataTables toolbar
- **Column visibility (ColVis)** — show or hide optional columns
- **Search box** — quick text search within the table
- **Pagination** — navigate large lists

## Project Details Modal

Click a **scheme name** in the table to open the **Project Details** modal.

### Modal Tabs

| Tab | Contents |
|-----|----------|
| **Identifiers & Basic Info** | UID, ADP, name, department, type, flags |
| **Financial** | Costs, allocation, expenditure, releases |
| **Dates & Progress** | Timeline, physical and financial progress |

Review this modal before creating a PC form to confirm you have the correct scheme.

The modal may also show:

- **PC form statuses** for linked forms
- **Attachments** related to the scheme
- **Linked meetings** where applicable
- **Approval history** for PC submissions

## Scheme Selection Process

### How Schemes Connect to PC Forms

1. Every PC form (PC-I through PC-V) must be linked to exactly one scheme.
2. When you click **Generate PC** in the PC Forms module, you select the scheme first (General Information step).
3. ADP and UID fields sync automatically when you pick a scheme.
4. The scheme row on the Schemes page updates its PC status pill as your form moves through Draft → Checking → Approval → Approved.

### Searching Schemes

1. Open **Schemes**.
2. Enter ADP, UID, or scheme name in the filter panel—or use the table search box.
3. Click **Apply Filters**.
4. Click the scheme name to verify details in the Project Details modal.

### Filtering Schemes

Use stat cards for quick filters (pending, approved). Use the FIND SCHEMES panel for precise searches by department, FPA, LTBC, or revision flags.

### Selecting a Scheme for a New PC Form

**From PC Forms module (recommended):**

1. Go to **Planning & PC Forms → PC Forms**.
2. Click **Generate PC**.
3. Choose PC type (PC-I, PC-II, etc.).
4. On step 1 (General Information), select the **Scheme** from the dropdown.
5. ADP and UID populate automatically.

**From Schemes module:**

Use Schemes to research and confirm the correct scheme first, then switch to PC Forms to create the form.

## Step-by-Step User Guide

### Finding a Scheme by UID

1. Open **Schemes**.
2. In FIND SCHEMES, select or type the **UID**.
3. Click **Apply Filters**.
4. One row (or a short list) appears.
5. Click the **scheme name** to open Project Details.
6. Confirm ADP, department, and financial figures match your records.

### Checking PC Status for a Scheme

1. Locate the scheme in the table.
2. Read the pills under PC-I, PC-II, PC-III A, PC-III B, and PC-IV columns.
3. Click the scheme name for full details if you need more context.
4. Open **PC Forms** and filter by scheme if you need to edit or view the actual form.

### Filtering to Pending Approvals

1. On the Schemes page, click the **PCs pending approvals** stat card.
2. The table refreshes to schemes with PCs in review.
3. Cross-check with your **Notifications** for items assigned to you.

### Exporting the Scheme List

1. Apply any filters you need.
2. Use the **Export** button above the table.
3. Choose Excel or PDF format.
4. Save the file for offline review or reporting.

## Required Fields

The Schemes list itself has no required entry fields—it is a search and browse screen.

When selecting a scheme during PC form creation (see PC Form guides):

## Business Scenarios

### Scenario: Starting a New PC-I

Hassan needs a PC-I for a road project. He opens **Schemes**, filters by his department, finds UID `SINDH-2024-ROAD-001`, verifies the ADP in Project Details, then goes to **PC Forms → Generate PC → PC-I** and selects the same scheme.

### Scenario: Tracking a Deferred PC-II

A PC-II shows **Deferred** on the Schemes table. The submitter opens **PC Forms**, edits the draft (now labeled **Modified**), corrects observations, and resubmits. The Schemes pill updates when status changes.

### Scenario: P&D Review Before PDWP

Before a meeting, P&D staff filter **PCs pending approvals** on the Schemes page to build the meeting agenda list, then cross-reference with **Meeting Workspace**.

## Tips for Trainers

- Show the difference between **N/A** (no form yet) and **Draft** (form exists but not submitted)—Draft appears in PC Forms, N/A on Schemes until submission progresses.
- Demonstrate the **Short / Full name** toggle for long titles.
- Emphasize clicking the scheme name—not just reading the table row—for full financial context.
